I have a couple of questions. How do you give someone a reputation point?
And why has negative reputation been turned off?

You click on the little box that has a picture of a person with a little comment box.
We got rid of the negative option because it was becoming a source of conflict between some of the members. Guys would just neg each other endlessly and then ask the mods to sort it out.
I am pretty sure that AFMB got the idea to turn thiers off from us. So we were trend setters in that way.

just in case you don't know, you can click your own reputation in your profile and see who's gave you a plus and the post they plussed you for.
