Everyone knew he would stand by the suspension, but he cleared the way to getting the 2013 2nd rounder back and will reduce the financial hit on Payton and the others. My guess they lobbied to take it easy on the players. All in all, better than it was going in.

Payton's season-long suspension wihtout pay for the 2012 NFL season will begin on April 16. NFL spokesman Greg Aiello told NFL Network's Albert Breer that Payton “cannot be involved in any coaching activities, he can’t be at the facility, or with the team at games.”
Asked if Payton could have contact with any players or coaches or owner Tom Benson, Aiello said, “Not if it involves coaching or team decisions of any kind.” Though Aiello said contact with the team is not advised.
Goodell said in a release that the team and the individuals will be expected to cooperate in any further proceedings and to assist in the development and implementation of programs to instruct players and coaches at all levels on principles of player safety, fair play, and sportsmanship.
Goodell added he would consider mitigating the Saints' financial penalties if they embrace the opportunity and participate in a constructive way. In the case of the team, the Commissioner said he would consider whether there are factors that would support modifying the forfeiture of the team's 2013 second-round draft choice.
If the team is cooperative the league may change the round of the Saints' lost draft pick, according to Aiello.
At the conclusion of the Saints' coaches suspensions, the commissioner will review the status of each of the three individuals to determine their eligibility for reinstatement
I believe only Benson's $500,000K fine could be mitigated not Payton's salary for 2012.

New Orleans do not deserve that 2nd rounder back. It should have been a 1st. You talk about consistency. A punishment has been given stop the crying and sob stories and accept it NEngland accepted it. Teams that have tampered accepted. You shouldn't feel entitled to break the rules and then mitigate the circumstances of your punishment when you failed to cooperate and to an extent attempted to obstruct the investigation.

I'm talking about fans and the organisation who feel the punishment back, and feel they should get that 2nd rounder back. There is nO legitimate reason to give New Orleans that pick back.

Why not? Perhaps Goodell is starting to see that this was Gregg Williams and not the organization or players primarily at fault. Perhaps he is beginning to see evidence that while Williams was offering to pay for pain the players were for the most part not buying in. Especially over the past two years. There could be any number of legitimate reasons to give it back that Goodell will never make public.

I don't get why he should "go easy" on the franchise and players. Not speaking up or taking charge is just as bad as being the leader.
I don't get it. Williams is not the HC, GM, Assistant Coach, or Owner. He should not be the one ignoring orders. If they claimed to have told him to stop, then they as the leaders of the franchise, not Williams did not do enough. He could have easily been fired.
They let it go on when they had the power to stop it for their franchise and they failed to do that. Point blank

The wonderful thing from my prospective is that Roger Goodell is judge, jury and executioner and he is exercising the authority given him by the owners. Why? The owners do not want to make these decisions and they the can say "Our hands are tied!"
I'm sure that the owners' side in the new contract gave the NFL Commissioner the power to discipline players for conduct detrimental to the game.
The courts and the NFLPA have no say in this matter.
Whatever Goodell decides is "So let it be written! So let it be done!"
