Nope. Go read PYs blog on ESPN. They were only $2.16m under the cap before the signing. You can't include the tender if it's not signed.

Dave Archer was also saying on 790 this week that even if/when the Brees deal gets done, they will be way over the cap. Mike Bell of course made a big deal about it too. Laughning that they'll have to cut people because of Brees greediness. And that this wouldn't go over well in the locker room. Mike Bell is a clown, but he's sorta right. Archer actually agreed with him too.
