Goodell has already stated that there were only three witnesses that gave testimony, Gregg Williams, Joe Vitt and one other person. It has since come to light that Mike Cerullo was that other person and the one that came up with the supposed ledger that has since been questioned for it's accuracy and authenticity. Cerullo also recanted on what he claimed this past April about Vilma and Vitt has denied that he ever verified that a bounty system was in place. After Vitt's denial Goodell said he still has two credible witnesses, if you can call Cerullo credible and Williams has been ordered to keep his mouth shut.

Goodell is reluctant to turn over anything else because he has nothing else. Still, to date, there has been ZERO evidence presented that proves a bounty program was in place.
