No you wouldn't. It is called freedom of speech. It would have to be proven beyond a shadow of doubt that your intent was serious if hiring someone. Likewise, just saying you want to kill someone is not a crime. I have heard people on some of these forums say they hoped the Saints team plane would crash.

While not funny to most, it is clearly not meant to be taken as a truthful statement.
