The "declaration" wouldn't even need to be created if Hargrove wasn't trying to pass the blame for some wrong-doing onto someone else. There's simply NO rational reason to write this thing if there isn't really something that was covered up.

If he really believes he did nothing wrong, then the declaration didn't need to be made. He didn't need to throw anyone under the bus if there really was no bounty program.

Use honest real logic here. If the bounty program didn't exist, this declaration is 1000% pure futility. A waste of time and effort. Nobody does that. Nobody is going to expose themself to all this for nothing.
