They actually swore that there was no "bounty program" - a slight but subtle difference that protects them regardless of the outcome. They just have to later argue the definition of a "program" if evidence comes out later.

Ask Bill Clinton how that works. The definition of "is" can be argued in semantics to prevent perjury, and attorneys know how to make statements sound supportive when they really aren't. It's why these testimonies aren't treated as absolute fact, no more than any others are.
