No, they are excessive because what they were based on didn't happen. It's like someone running a red light and getting accused of stealing a car and getting slapped with twenty years in prison. Then it turns out that they weren't really guilty of stealing the car, but still getting hit with the twenty years for running the red light because they were still guilty of breaking a law.

The penalty is excessive and the charge was false.

The Saints did not have bounties on specific players with the express intent on purposely injuring them as they were charged, convicted and punished.
