I can speak for all of the others, but my home forum (blackandgold.com) is much like this one. We have several members who are fans from other teams, including the Falcons. They follow the rules, which are basically the same as they are here, and they are welcomed by most all other members, as I am here.

I have no idea why anyone would want to post on another team's MB. The closest I come is College Sports, which for all intents and purposes is a UGA Homer Board, but it's where I discuss college football.

Initially it is to learn more about the other team. It is becoming a fairly common practice all across the league. I have found a number of those forums to be a fun place to visit and I like most of the other members. I am a fan of both the Saints and the NFL.
