What is the significance of it? It basically said that a great deal was spent on external wiring this past Fall. So you based your whole opinion of New Orleans on a two block area of Bourbon Street? I can say my favorite spot on Bourbon is at the corner of Toulouse, the Old Opera House. Great classic rock joint. As for the smell of piss in that area, it is really hard to tell because the smell of soured beer is so strong between cleanups and/or rain. This whole time you have been blasting the city of New Orleans and have only seen a tiny portion of the least common denominator of all. Unbelievable.
