Olympic venues are never built with parking in mind. They don't want people driving to events.
You have to imagine the billion dollars is going to more than just giant video screens like in Dallas. I would bet if the city and state are behind it they are planning to build up the area around it and adding adequate parking. Of course they will still encourage mass transit, cause they make money there too. But we are in a post Camden Yards world where stadiums are built to expand on the experience of watching the sport but also creating an all encompassing experience. This also means trying something new with the area. They did that in Seattle with the Seahawks stadium and in Ford Field in Detroit.
