But at the same time surely the team can't be penalised with his salary? I find it confusing. Well it depends on whether we put the exclusive or non-exclusive franchise tag on him. If we put the exclusive tag on him he can't talk to other teams and if he doesn't sign the tender he's essentially holding out, so he won't get paid. If we put the non-exclusive tag on him he can negotiate with other teams and we have the right to match any offer, if we decide not to match the offer we get two 1st round draft picks from the team he signs with. EDIT: Also it is standard procedure for the player not to sign the tender right away while the player and team try to work out a deal. If they can't come up with a deal by camp they'll normally sign it and play out the year. And the franchise tag doesn't hit the cap until the player signs the tender.
