Since it is his character from 'Pulp Fiction' - and not just him - that would be tied into the merchandising rites from the film, and up to Tarantino and the contracts, not with Sam. Tarantino has been very lax with enforcing his copyright on derivative works, likely because he stole most of his film ideas from foreign cinema, but that is just my take on it.
