Successful organizations don't operate with entirely independent people at key positions.

MS has his hand in the offense and the defense. While it may not be on individual plays and calls(most likely in the case of the offense), he helps make decisions and decide what they're going to do conceptually and philosophically. He of course would also look at key situations beforehand and have input on what to do as well.

No functional organization operates where the HC just acts as the leader/situational decision maker while the OC and DC operate entirely independently of the coach.
