Can a team forfeit its draft and use the picks for next year?

This draft kind of sucks to me, and got me wondering. Can a team elect to skip the draft altogether and use those picks for next season?

Actually those are my thouhghts also. see if we can jettison our first round pick for a first and a third next year would be ideal and maybe get lucky enough to have that team bomb next year and catch a gem coming out of the college ranks.. Hell i don't even know who is coming out next year.....
