This is true. It's all about incentives and with no helmets there would all the incentive in the world to not lead with your head.

How about a new rule. If you lead with your helmet you have to play the rest of the game with no helmet.

That's seriously the worst idea, ever. The entire reason they stopped wearing leather helmets was because players were getting killed.

Yeah, the no helmet idea would only work if you took off all the pads and made it into rugby.
